Definitions
Federal Government, Federal Manager, Federal Assistant, Federal Coordinator, Federal Researcher, Federal Director, Federal Lawyer, Federal Engineer, Wouter, Remco ("Government", "Federal Government", "Federals"): The highest authority in the Federation. The people who monitor Miniconomy's progress.
Citizen: Virtual participant with access to Miniconomy.
Round ("Trading Period"): A continuous period, announced by the Government, during which trading is possible for all citizens.
Country: Sub-area of Miniconomy
Federal Country: Guilderland and United Blingdom.
Federal Dominion: Martijnique and Cryptonesia.
Player Country: Any other country.
International Law ("IL"): The supreme law, which applies to all citizens of Federal Countries. When the English IL conflicts with a translation into another language, the English IL will prevail.
National Administration: Government elected by a country, which can draw up its own regulations.
National Law ("NL"): Regulations established by the National Administration that extend as far as the borders of the country. National Laws are always subordinate to International Law.
Federation: the countries of Miniconomy.
Central Bureau of Investigations ("CBI"): Body that assists the Federals in their duties and is empowered to impose penalties.
Alter-egos: different citizens of the same natural person, or logging in via the same IP address.
Miniconomy Venture ('MV'): A company that was started by a citizen and that is considered part of that citizen.
Head of State: The leader and principal representative of a country.
Function: The visible profession of a player which is reflected by an icon after the player name
Profession: performing work in the service of an employer for which a player receives a salary
Article 1 - General
Paragraph 1a
Everyone in the Federation is equal and has the right to freedom of expression, choice of religion and political choice, as long as they remain within norms. Discrimination on any ground is not allowed.
Paragraph 1b
It is forbidden for anyone to use names, descriptions, expressions, etc. that are offensive or hurtful. It is also not allowed to insult, threaten or to cast aspersions on a citizen or a natural person. In case of violation, the sanction is a claim of 5,000 I-Shells against the offender in favor of the victim.
Paragraph 1c
No one is entitled to disclose account information or personal data of another natural person unless the data in question is public and has been obtained lawfully.
Paragraph 2a
The International Law is a law that must be followed by (citizens of) Federal Countries and by (citizens of) Player Countries.
Paragraph 2b
Players Countries may apply for exemptions for parts of the International Law of the Federal Government. These exemptions are published in the Fed Request club.
Paragraph 2c
The following order in descending superiority of the various laws and regulations must be respected at all times:
- International Legislation;
- Mayor Manual;
- National Legislation;
- Additional Legislation.
Article 2 - Course of the game
Paragraph 1
It is prohibited to manage citizens that are intended or used to serve the advantage of another player. The Federal Government or the CBI can decide on this.
Paragraph 2a
Conflicts of interest between different alter-egos are prohibited. In case of violation of this law, elimination of the virtual persons involved is the sanction.
Paragraph 2b
A natural person is not allowed to commit criminal acts with more than one alter ego.
Paragraph 2c
A natural person is not allowed to trade with more than one alter ego in a city. An exception to this are MVs for which it is allowed to trade in the same city.
Paragraph 2d
Trade in movable and immovable property between MVs and/or citizens of the same natural person is prohibited.
Paragraph 3
Any information or technology associated with Miniconomy with the intention of automating or changing tasks in order to gain a significant advantage over other players is prohibited.
Paragraph 4
An attempt, of whatever nature, to obstruct, destroy or distort (the progress of) the game Miniconomy entitles the Government to the elimination of the instigator and other involved parties.
Paragraph 5
It is forbidden to flood. Flooden means: posting corresponding messages more than twice in a club or chat within a very short time. Violation of this Article will be fined by an officer. The fine is 2,000 I-Shell per violation.
Paragraph 6
Provided the administrator of a club indicates this in advance, it is forbidden to use advertising messages or to place polls in clubs. Violation of this Article can be fined by an officer. The fine is 1,000 I-Shell per advertising message and 2,000 I-Shell per poll. Commercial messages or polls posted before prohibited by the administrator may not be fined.
Article 3 - Federal government
Paragraph 1
The highest organization is the Federal Government. The Federal Government has the goal to maintain the Federation and create a fair playing field for every citizen.
Paragraph 2
The Federal Government has the right to at any time:
* End or temporarily stop the trading period;
* Withdraw a citizen's passive voting rights;
* Execute fines and corrections;
* Hand out or withdraw diplomas, professions and statuses;
* Declare citizens and MVs bankrupt;
* The right to revoke a created player country;
* Grant citizens the right to stand as a candidate and thus give them access to the election;
* Withdraw any additional legislation with immediate effect;
* Decrease the lot status of a lot when the lot status of this lot is above 5.000 points at 0:00 server time.
Paragraph 3
The Federal Government has the right to add, change or temporarily or permanently discontinue the rules and laws at any time. When the Federal government makes use of this, it must publish the (amended) law in the Fed Request club before penalties can be issued for a violation of the (amended) law.
Paragraph 4
The Federal government is the only one that can make changes to a law book. However, the national governments are themselves responsible for the timely submission of legislative changes.
Paragraph 5
The Federal Government is supported by the CBI. They are entitled to hand out fines/warnings, temporarily or permanently close clubs and place citizens in detention. In order to perform their task, they have access to information sources made available by the Federal Government.
Paragraph 6
Refusal to follow instructions from the government or the CBI gives the government the right to (temporarily) exclude the citizen concerned from Miniconomy.
Article 4 - Trade
Paragraph 1a
As a citizen, it is forbidden to take actions with the aim of providing an individual or group with an excessive benefit.
Paragraph 1b
As a citizen, it is prohibited to perform actions for the sole purpose of obtaining achievement points.
Paragraph 2
It is forbidden to sell credits to/from other citizens during the first 24 hours of the round. Credits may be sold for a maximum of 500 I-Shell per credit. A player may sell a maximum of 50 credits per round.
Paragraph 3
A contract is a legally binding document when it is signed by both parties involved through the contact system of the Federal Government. A contract must be drawn up in English unless both parties reside in a Dutch-speaking country. If not, the contract is void. In a dispute, a legal body of a national government can settle the dispute.
Paragraph 4
Funds received from third parties, higher than 100 I-Shell spread over 7 consecutive days, must be justifiable by means of a contract. The contract must include a demonstrable and reasonable consideration for money received and a term within which the consideration must be provided. The contract code must be stated in the transaction description.
Paragraph 5
Banks have the option of granting loans up to a maximum of 10,000 I-Shell per citizen. Citizens may lend a maximum of 3,000 I-Shell per citizen. Loans between citizens are allowed 48 hours after the start of the trading period.
Paragraph 6a
A citizen has the right to increase lots he owns up to a maximum of 100 points.
Paragraph 6b
A citizen may upgrade a maximum of one lot above the limit of 100 points to a maximum of 10,000 points, provided that at 00:00 server time the lot has a state below 5.000 points. A citizen may only upgrade another lot above 100 points when the upgraded lot has dropped below 100 points again.
Paragraph 7a
Players may not affect the stock market or take advantage of influence.
Paragraph 7b
Owning a shop in a city by a citizen or his alter ego, including MVs, prohibits trading in that city's stock. Every citizen is entitled to trade in MTI shares.
Paragraph 8
The evasion of the lot tax is punishable.
Article 5a - Federal Countries
Paragraph 1
The National Language of United Blingdom is English and Guilderland is Dutch.
Paragraph 2
The Federal Countries are obliged to have a democratic system of National and Local Government and to lay this down in their own legislation. In the event of a change in the law that would undermine that obligation, the Government has the right to stop the change.
Paragraph 3
Federal countries also prohibit the following:
- To exercise or stand for election to a political office with more than 1 alter-ego;
- Voting on behalf of three or more alter-egos during an official election;
- Managing two or more alter-egos who jointly serve the same political party or represent the interests of the same party;
Paragraph 4a
Only citizens without cheater status can have the right to vote and to stand as a candidate.
Paragraph 4b
Citizens whose right to stand as a candidate has been withdrawn by a National Court only lose the right to stand as a candidate in the country concerned.
Paragraph 4c
A citizen can lose his right to stand as a candidate for up to three trading periods due to a court decision. This period starts after the president of the relevant court has communicated this to the federal government in the club Fed Request.
Paragraph 5
A national government may determine in its additional laws who may stand for election.
Paragraph 6
The national government is permitted to appoint officials to supervise the enforcement of the rules set by the national government. Abuse of a position, to be determined by court order, is punishable and can be punished by a court.
Article Article 5b – Federal Dominions
Paragraph 1
The National Language of a Federal Dominion is English.
Paragraph 2
A Federal Dominion is ruled directly by the Federal Government. The Federal Government may install or dismiss a player as head of state, provide or revoke a function and/or profession as it sees fit.
Paragraph 3
A national law may determine that the national government issues a permit to a player that has been appointed as head of state, received a function (with the exception of mayor) or received any profession may move its home town to a Federal Dominion without losing his function or profession. The given permission must be published by the National Government in their respective embassy.
Paragraph 4
Players appointed as head of state, with a function or a profession of whom the home town is a Federal Dominion and that failed to obtain a permit will lose their function or profession and may be fined up to 50.000 ISH by the Federal Government.
Paragraph 5
A head of state has the responsibility to report within a 24 hours timeframe in the club Fed Request any player with a function or a profession that has moved his hometown without premission. Failling to comply to this rule may result in a fine up to 50.000 ISH by the Federal Government.
Paragraph 6
The punishment for (an attempted) crime in a Federal Dominion is a fine set at:
- Bank robbery: 500 ISH;
- Beating: 100 ISH;
- Bombing: 1.000 ISH;
- Theft 250 ISH;
- Robbery: 500 ISH + 3% of the attacker’s net worth at the time of the attack;
- Shooting: 250 ISH + 3% of the attacker’s net worth at the time of the attack;
- Graffiti: 500 ISH.
Article 6 - Player countries
Paragraph 1
Citizens of Federal countries have the right to move to a player country and to create a player country.
Paragraph 2
Moving to a player country is possible at any time. However, a player country can set rules on moving to a city in that country.
Paragraph 3
A citizen can start a player country by submitting his or her idea to the government. Based on the idea, the government determines the costs of establishing the land.
Paragraph 4
The citizen who paid the fees will have access to the Country Manager and will be appointed Head of State. This citizen can provide input to the government on the design of the city for the land he has created.
Article 7 - Local government
Paragraph 1a
A mayor is elected for all cities on the basis of democratic elections organized by the government. The mayor's office should remain the same as the city where he was elected.
Paragraph 1b
When a citizen is elected both as mayor and as head of state, the position as mayor has priority.
Paragraph 1c
When at some point a city no longer has a mayor, a new mayor can be appointed on the basis of national law. The Federals appoint a new mayor at the request of a Head of State or any designated person in National Legislation.
Paragraph 1d
Mayors have the right to dispose of the municipal treasury. This right lapses in case of misuse of funds, which is also punished with cheater status. Incorrect use is detected by the Government. A mayor can be fired by the Government for inactivity or destructive / fraudulent behavior.
Paragraph 1e
The most recent Mayor Manual can be found in the law book. The rules and sanctions for violations mentioned in this document are binding on Mayors.
Article 8 - Public finances
Paragraph 1
National governments are only allowed to use funds from the national budget for:
- the distribution of funds to the city budget.
- the distribution of funds to the tourist budget.
- subsidizing citizens with a maximum of 5,000 I-Shell per recipient.
- subsidizing the purchase of ships up to a maximum of 30,000 I-Shell per recipient.
- the payment of salaries and bonuses up to a maximum of 60,000 I-Shell per recipient.
- compensation for the construction of government clubs.
Paragraph 2
Subsidizing citizens and paying salaries is not allowed in the first 48 hours of the round.
Paragraph 3
The one-off subsidy per ship may not exceed 50% of the purchase price, with a maximum of:
- Valuta Vessel - 1,250 ISH;
- Container Coaster - 2,000 ISH;
- Cyberian Cargo Carrier - 4,500 ISH;
- Monster Mammoth - 7,500 ISH;
- Awesome Aircraft Carrier - 12,500 ISH.
Paragraph 4
Salary can only be received after performing the tasks involved. The minimum period for which you can receive a salary is 24 hours. The maximum salary that a citizen can receive for all his functions combined per trading period is 40,000 I-Shell. The maximum salary that a citizen can receive for all his functions combined is 2,000 I-Shell per day.
Paragraph 5a
A bonus is a fixed amount that a citizen may receive on top of the maximum salary. A bonus may only be awarded to a citizen who holds the diploma corresponding to the position that he performs. The maximum bonus a citizen may receive is 20,000 I-shell.
Paragraph 5b
The following diplomas entitle you to a bonus in combination with the mentioned position:
- Officer diploma: Officer;
- Lawyer Degree: Judge, Member of the Government, Public Prosecutor;
- Teacher diploma: Teacher, Examiner;
- Bodyguard diploma: Bodyguard.
Paragraph 5c
In the event that a citizen has been the mayor of a city for a full round, he is also entitled to a bonus, without having a diploma for the position he holds.
Article 9 - Crime
Paragraph 1a
Attempting or actually causing injury, theft or robbery may be punishable by imprisonment and seizure of the contents of the backpack.
Paragraph 1b
National governments are allowed to impose additional fines on crimes.
Paragraph 1c
When determining the fine amounts, a distinction may be made between criminal victims or non-criminal victims.
Paragraph 1d
The additional fines may amount to a maximum of 2 500 I-Shells as a fixed amount. A percentage of the net value can also be added to the fine. This is a maximum of 5%. No percentage fine can be added for bombing and bank robbery.
Paragraph 1e
If a national government establishes no additional penalties in national law, the Federal Government will introduce a penalty regime which it considers appropriate. It is allowed, subject to national law, to adjust fines temporarily.
Paragraph 2
Countries are obliged in the event of (an attempted) violence committed with the aid of a gun on a non-criminal to issue a fine based on at least 3% of the net worth of the offender.
Article 10 - Status, professions and diplomas
Paragraph 1
Additional rights and obligations associated with certain statuses, professions and diplomas:
a. Citizens with a cheater status (cheater), as well as all alter-egos, are not included in final lists. It also prohibits the citizen and alter-egos in question:
- making oneself available to perform a task / function;
- to undertake criminal activities;
- finance criminal activities.
b. The profession of officer only entitles the citizen concerned in his/her country to:
- remove illegal goods from shops;
- dismantle bombs;
- place residents in prison, if permitted by national law;
- issue fines to residents of his / her place of employment, under International Law or National Law.
c. The Diploma and position of priest (priest) gives the citizen concerned the exclusive right:
- to marry citizens;
- to dissolve marriages.
d. The profession of Financial Civil Servant (FCS) entitles the citizen to:
- to inspect overviews of banking transactions and fines;
- Issue fines on behalf of a court or the government official in charge of the Treasury or the President of Federal University.
- filing for bankruptcy of a citizen or MV at the international court after the legal term for payment of fines has expired.
Paragraph 2
An officer can only be appointed if the player has an officer's diploma.
paragraph 3
National governments are allowed to issue officer, lawyer, priest and teacher diplomas when national law determines how residents can obtain these diplomas.
paragraph 4
The federal government determines the validity and costs of diplomas in a directive. The guideline can be found in the FED Request club.
paragraph 5
The costs for handing out a diploma are paid by the national government and can (partly) be recovered from the recipient of the diploma.
Article 11 - International Court
Paragraph 1
The International Court (IC) handles the following proceedings:
- Lawsuits;
- Bankruptcy inquiries by a FCS;
- Higher Professions;
- Preliminary Injunctions;
Paragraph 2
Any citizen with a vested interest has the right to start a lawsuit against citizens and organisations.
Paragraph 3a
The International Court is the only court in the Federation that has jurisdiction to deal with cases where the accused and the accused are not of the same nationality.
Paragraph 3b
A bankruptcy inquiry can only be made by the official of the national administration who has the profession Financial Civil Servant. A bankruptcy inquiry is a request to advise the Federals to declare a person or MV bankrupt.
Paragraph 3c
Only the IC has the authority to hear an appeal. An appeal can be filed by a citizen to legally verify a verdict in a lawsuit where that citizen is the plaintiff or accused. Appeals can only be made on a case filed in a National Court or on a lawsuit filed in the IC.
Paragraph 3d
A preliminary injunction is a legal decision in order to restrain a party from going ahead with a course of conduct until a final verdict has been decided.
When applying for a preliminary injunction, the requester must demonstrate the following:
- There is a good chance of winning the procedure;
- The requester will suffer irreparable damage if a decision is not taken quickly;
- The damage that the requester threatens to incur is higher than the damage that the accused incurs as a result of the preliminary injunction;
- Granting the injunction will serve public interest.
Paragraph 3e
Judgments made on external websites or in offline documents do not fall under international jurisdiction.
Paragraph 4
The language of the International Court is English.
Paragraph 5
A lawyer degree is required to act as a judge. A lawyer degree is required for individuals to represent a client in the IC. A lawyer degree is not required if a citizen is going to defend himself or herself in the IC.
Paragraph 6a
The International Court is maintained by the chairman of the IC. Any player with a lawyer degree can apply for the chairman of the IR, the deputy judges of the national authorities choose the president from among the candidates. A player can chair the IC for a maximum of three consecutive rounds.
Paragraph 6b
The chairman is entitled to hire and dismiss Judges and Financial Civil Servants. The chairman is obliged to draw up a protocol that must contain at least the following elements:
- How a case should be applied for;
- The structure of a lawsuit;
- The obligations of all parties;
- The order of the International Court within the club;
- How the evidence should be presented in a court case and what matters are needed to start a procedure.
Paragraph 7
Each National Government must delegate one judge to sit in the International Court. If a National Government does not provide for this, the Federal Government can impose financial sanctions.
Paragraph 8a
Judges of the IC are entitled to compensation for the services provided. Judges receive a compensation of 5,000 I-Shell per trial with a maximum compensation of 75,000 I-Shell. This allowance is outside the salary limit.
Paragraph 8b
The following employees of the IC are entitled to salary:
- Chairman: 2000 I-Shell per day
- FCS: 1500 I-Shell per day
Article 12 - Supplementary Legislation
Paragraph 1
Any person with the rights given in National Law or International Law may create Supplementary Legislation for the relevant law. This created legislation applies only to the law in which the person has been given the right to amend it, and is therefore part of the relevant law book for all his purposes.
Paragraph 2: Regulation
Regulations are all changes to an article that contradict the original item or completely new articles. A regulation only affects the time span from the moment of writing the regulation up to a maximum of seven days afterwards. The regulation only applies in the area / field of activity of the organizer.
Paragraph 3
The additional legislation should:
- To be published on the newsfeed 24 hours before it comes into effect;
- be published in a public club where citizens living in the area where the additional legislation is in force can read it.
Paragraph 4
A supplementary legislation is valid for a maximum of seven days, after which it ceases to be in force unless the organizer extends the supplementary legislation on the sixth day that the supplementary legislation applies. In the event that the original unsubscriber is no longer able or allowed to do this, his successor has the right to renew the additional legislation.
Paragraph 5
The following supplementary legislation are prohibited and invalid by definition:
- it surpasses the rank of, or provides a higher one to, the issuer;
- a person in offence of the Regulation does not receive a proper warning of fines, or does not have a reasonable time to repair their offence;
- it disturbs public order;
- it causes individual financial gain;
- it provides rights belonging to players with a certain degree to those without the degree;
- it impedes international trade.
Paragraph 6
Whenever a supplementary legislation is passed that changes the amount of fines, or when this supplementary legislation expires, the person responsible must notify the Federal Government through the Fed Request club. Failure to do so can be punished with a fine of up to 50,000 I-Shell imposed on the responsible citizen.
